OK all you pipe veterans, what is the preferred or best practice way to put bands on a new pipe?

I heat mine with a torch, then slide them on. Easy peasy.

Some folks notch the shank and epoxy the bands on. It's all about what works. So long as the band doesn't move its fine. A torch works for me, just make sure you don't burn the wood.
