Downtown Seattle has pretty much just one place, at the Pike Place Market-

Somewhat hard to find in the higgly-piggly maze that is the Market. Yet it's accessed across the street from the main market on the western side, and down a few corridors on the left. Ask anyone and they will direct you. Very confusing, but all of the shops are squeezed in here in seemingly random fashion!
The shop does indeed have a wide selection, from basket pipes to spendy name brands (no artisans last I visited) and bulk 'baccy to a great selection of tins.
However, be prepared for prices that are 2-3 times what one can get on the net. WA state is one of the frontline dealers in inordinate taxes. Ask me why!
This is not to say you should not patronize this establishment. They are one of the last ones standing in the Socialist state of WA. They deserve your support. I haven't been to the Kirsten dealership.
OR- you could consider the possibility of driving to the TB in Tacoma-
