I'm afraid the only thing that works on vulcanite stems is sandpaper + drill + buffing wheel + ultra fine abrasive polishing paste. That will sort things out for a certain amount of time, (a year or so) and then you repeat the procedure. Over and over again, just to see the stem losing shine...
