Spammers post links back to their home forums in throwaway comments like these on blogs. This helps bump up their search engine ranking. What you are seeing is the admin screen for comments to be approved/rejected. Notice the link and use of keywords. No reason for anyone else to do this.

As a general observation, this society has almost no spaces which are not strictly commercial, and most of those exceptions are under control of Government. For example, there are bars, restaurants, and coffee shops, but these are places where you mostly go to buy and only then can hang out...
