I clean my Vulcanite stems with Obsidian oil and my Acrylic stems with either a Brebbia or Dunhill stem cleaner cream (tube).

Which should I use for the odd pipe that has a Bakelite stem?

Treat a Bakelite stem the same as you would a Vulcanite one.
I know the Black Bakelite will oxidize but, I'm not sure about the colored ones.
