yes, that's my take also--and since i'm almost always in the mood for burley, almost any pipe will work, but bulldogs usually win--

I'm tobacco first, then choose my pipe accordingly. However, on occasion, I have said hey I want to smoke that pipe today, and then chose the tobacco that goes with it.

I first pick the category of tobacco I want to smoke (English, burley, VA/Per, etc.) then I pick the tobacco. After that I pick the pipe. Occasionally, though, I'll spot a pipe in the rack that I haven't smoked in a while and I'll pick it, then pick the appropriate tobacco.
