Florida state senator Rouson proposes 25% tax on pipes

St. Petersburg Democratic Rep. Darryl Rouson has filed a bill to raise a 25% tax on smoking pipes and "devices". He stated it was to target drug abusers, but the way the proposal was written it would include all pipes.
