Montana or Idaho Better for Tobacco & Hooch?

Traveling through MT and ID and curious if folks have first hand experience buying pipe tobacco and/or whiskey in either state. Looked up the tax situation online but that didn’t shed much light on what stuff generally costs you out the door—MT doesn’t do sales tax, for example, but their rates are higher than ID. Not looking for nickel and dime analysis, but if you’ve bought stuff in those states what was your general impression—was one way higher than the other? Better selection here or there?

I’m coming from Washington so wherever I stop will be a welcome relief from my local rates!
