Peterson Deluxe S11 with gold band and Upside Down 7?

I recently acquired a nice Peterson Deluxe S11. I don't find any information about this pipe with a gold sterling silver band. There also is a
marking that looks like an upside down 7. Can anyone tell me about these attributes?

The upside down 7 should have not been in the die stamp or made it pass a quality control check. They make a bunch of pipes every year.
