I've actually heard of them referred to as a windshield design.
 
It is a riding pipe that Alfred Dunhill first introduced in, I believe 1904 after a customer complained about not being able smoke while driving the new fangled horseless carrige.

I believe that the hinged metal caps have been around a lot longer since you see many of them on the old 19th Century Bavarian pipes.
