Tinned vs. Bulk

For as long as I can remember there's been the argument/discussion about whether tobacco manufacturers use higher quality leaf in their tinned product. Most of us have purchased both. I don't think anyone would dispute that the cost of manufacturing the tins and filling them adds to the cost of tinned tobacco. The question remains, "Do tins contain higher grades of tobacco?"
