I picked up a half pound of Dunhill 965 from the local tobacconist today. It seems to me to have a strikingly different flavor from the tinned version.

I finished my last tin of 965 last week, so I cannot make a definite, side-by-side comparison.

This is my first experience buying bulk of a blend I have tasted from a tin.

Is this typical?
 
Any blend can change given time. I acquired an amount of Dunhill 965 bulk from someplace. Was rather unimpressed with it. Stuck it in a jar and came back to it after a couple years. The change was remarkable. What had been hot and wet, mostly flavorless was now a satisfying blend. It smokes cool and has an oriental aspect to it.
 
You'll find too that tobacco flavors (and aromas and nicotine content) will change or be different from tin to tin occasionally. For that reason, I buy tins rather than bulk if possible to prevent waste in case I hit a batch that doesn't sit well with me.
