Yep. There is a review of Fillmore on the Pipes Magazine Forum from June 28, 2010, and in the comments, Greg Pease talks about adding the Latakia.

Just to clarify, as per the article by Pease himself cited above, there is a bit of Cyprian Latakia in both Fillmore and Laurel Heights.

The Latakia is so subtle I didn't even know it was there until I saw the component tobaccos listed. It's like Bob's Chocolate Flake in that regard: it's there but really in the background.
