Whole leaf in a pipe or a cigar blend doesn't demand that they are all the same type of leaf. They can vary by genetics, position, curing process, etc. It is a deceptive term, intentional or not.
Even if it is all the same variety of leaf just the process of curing in the inner portion vs the outer portion of the twist would have some effect on the flavor offered. Yes?
