Mold?

I'm still somewhat new to pipe smoking and have never encountered mold before. I'd heard about mold issues with Steamworks, and sure enough when I opened a tin I saw what looks like mold to me. What do y'all say? If it is mold, can I request a refund?

if it is crystalline structures, you got yourself plume, which is good. if you have hairy like structure, you have mold, which is obviously not good. That photo looks like hair. Some feel safe cutting around it when it hasn't taken over the entire flake (yet), but some do not. Personally, I'd probably cut around it, but I'm frugal.
